Yes. The NIE is the Spanish tax identification number required to buy. Apply at a Spanish consulate in your home country, or in Spain via power of attorney. We guide you through it.

In Spain, stage payments on new builds must by law be covered by a bank guarantee (Law 20/2015). For MARA Residence it is issued by Banco Santander, so your money is returned if the project is not delivered.
Yes, owners may rent out their apartment; the law permits it. It does require the consent of the future residents of the complex. Tourist rentals additionally require a licence in the Valencia region.
Yes. There are no restrictions on non-EU buyers purchasing property in Spain. Non-EU owners can stay up to 90 days in any 180-day period without a visa; longer stays require a residence permit, which your lawyer can advise on.
